OSP's Broadband Stimulus Update #6: December 23, 2009

More than 10 months after the American Recovery and Reinvestment Act (ARRA) had been signed into law on February 17, 2009, RUS and NTIA, the two agencies required to administrate the funds for the Broadband Stimulus Program, published the first grant recipients. Definition of the rules, requirements and processes took longer than anticipated with much debate along the way. But, the waiting time is over, and stimulus award winners are being announced.

RUS and NTIA published their long-awaited Notice of Funds Availability (NOFA) on July 1, 2009, with a deadline for application submissions of Aug. 14, 2009. Due to server problems, the deadline for electronic submission of applications was extended to Aug. 20, 2009.

Economic Stimulus Funds for Service Providers - July 7, 2009

The long-awaited Notice of Funds Availability (NOFA) has finally been published by the two agencies, RUS and NTIA, on July 1, 2009. The 121-page document outlines the process and intends to clarify the objectives and review criteria for applicants.

OSP's Broadband Stimulus Update - May 29, 2009

In mid-May, both the NTIA and RUS published their much-awaited Program Plans for the broadband technologies opportunities program (BTOP) and broadband recovery plan, respectively. The intent of these Program Plans was to clarify the objectives and define the measures that will be reported to Congress on a regular basis, as well as establish a schedule for the next 16 months until the end of the program in September 2010.

After a period of uncertainty, the telecom industry is beginning to understand the size and structure of the American Recovery and Reinvestment Act of 2009 (the "Act") that is intended, in part, to create jobs and increase broadband deployments in the rural parts of the United States. This phase of uncertainty was described by some as a "de-stimulus," as it seemed that projects were delayed in anticipation of funds.
