OPASTCO(The Organization for the Promotion and Advancement of Small Telecommunications Companies) represents nearly 600 small, independently owned, local telecommunications companies, also known as incumbent local exchange carriers (ILECs), which serve primarily rural areas of the United States and Canada. OPASTCO membership includes both commercial companies and cooperatives, which range in size from fewer than 100 to as many as 100,000 access lines. Collectively, these ILECs serve more than 3.5 million customers. OPASTCO represents rural telecommunications interests before federal regulatory bodies and Congress, holds a voting seat on the North American Numbering Council, provides educational programs and publications, and partners with other telecommunications groups to ensure rural telecommunications needs are considered in various technology and standards decision-making processes. Member-run committees steer association policy and participate in all aspects of the association’s leadership. The association also has an affiliate non-profit, the Foundation for Rural Education and Development.
